Plans have been unveiled to build a 16km long road tunnel in Tokyo that would form part of the Japanese capital’s outer loop road. The scheme, jointly announced by the Japanese and Tokyo city governments, is intended to reactivate a project stalled for 31 years because of local objections. The dual three-lane tunnel, to be built at depths of between 20-40m, would connect Oizumi junction and Setagaya on the Tomei expressway.
