Local legislators in Hong Kong are considering three options for a highway tunnel on the northern shore of Hong Kong Island that could cost up to US$1.2bn.

The three proposals have been drawn up by Maunsell Consultants Asia as part of a feasibility study into plans for the second phase of the Wan Chai development.

All the proposals involve construction of a dual 2-lane tunnel that will form part of Route 7 to link up with the existing Island Eastern Corridor elevated expressway.

The plans have been prepared by Maunsell for the Territory Development Department. Once the preferred option has been decided, the Highways Department will become the client organisation, and will invite bids for preliminary and later detailed design and construction.

The Highways Department hopes to start preliminary design by early 2001.
