Russian and Afghan officials are studying proposals to reopen the Salang tunnel which has been badly damaged both in the latest US military action and previous conflicts. Valeriy Vostrotin, deputy minister at Russia’s emergency situations ministry, led a team of experts to asses the situation at the site in early December last year.
