The Canadian Automobile Association (CAA) has produced an intriguing report that contains proposals designed to address Toronto’s threatened gridlock. The paper manages to advocate a variety of new roadbuilding, mass transit and subway extensions without excessive partisanship for roads.

With significant tunnelled components, the suggestions in the report – “Mobility Express” – have been costed at some CAD$1.2bn (US$930M) annually for the next fifteen years.
