The USD 16.6M represents construction costs. Other costs, including USD 9M to expropriate 12 properties including four City of Windsor road allowances, six privately-owned parcels of land and two city-owned parcels, are expected to bring the project in at between USD 30M and USD 34M.
Stage one work will include sewer and water main installation, demolition of parking areas, and the installation of temporary traffic signals.
The last tunnel improvements were made in 1994. The work is long overdue, having originally been scheduled for completion in 2007. The tunnel plaza currently sees 11,000 cars crossing every day.
