In New York, Governor Pataki announced in January that four options for a direct rail link from lower Manhattan to Kennedy Airport were due to be unveiled soon, with the scheme to be developed being chosen by April. The options will be unveiled by New York and New Jersey Port Authority, the Lower Manhattan Development Corporation and the Metropolitan Transportation Authority. One option is believed to involve a new rail tunnel under the East River. Pataki said the project was ambitious, but necessary.
