Initially plans called for half a mile of tunnel, which will now expand to a full 2.5 miles. The sewer basins are part of efforts to mitigate stormwater overflows.
Officials told local media that choosing a less disruptive construction method will improve public response to the project. Looking at cost, the projects have very little variance. MSD estimates USD 141M for the basins and potentially USD 142M for the tunnel.
