Foreign contractors have signed a memorandum of understanding in Taiwan to study plans for a massive US$100bn infrastructure scheme including a 50km long tunnel (T&TI, December 2001, p14). The firms, including Daewoo and Hyundai of South Korea, Japan’s Nippon Steel, Vinci of France and Spain’s Global Champion, agreed to evaluate the feasibility of the project and possibly take part in construction and investment. The scheme to build an offshore international port and airport, comprises nine separate projects including a road tunnel connecting Taiwan with the Penghu islands in the Taiwan Strait.
