It is the largest contract for the project and includes a bored tunnel and site preparation for some of the future stations and auxiliary structures.

Given the complexity of the contract, a two-stage call for tenders was selected. The first phase, for preliminary tenders, was launched in December 2022. The winning bidder will be announced in the first quarter of 2024.

The contract includes:

  • detailed design, supply and operation of the TBM
  • construction of the tunnel between Pie-IX and Anjou West using a TBM
  • construction of the tunnel between Pie-IX and the tail tracks of the current Blue line using conventional tunnelling methods
  • excavation of Pie-IX (main entrance building only), Viau and Lacordaire stations and some auxiliary structures

Following the discussion process with bidders, the timetable was extended so the Blue Line extension will not be in operation before 2030. STM says the opening date will be confirmed when the next contracts have been awarded and the final terms of the project approved by the Conseil des ministres. 

STM says the project is officially in its execution phase. Work is continuing as planned and the project office intends to begin major construction work next year.

The US$5.13bn Blue Line extension is one of the projects developed under plans by the government of Quebec and the City of Montreal to revitalise the east end of Montreal. It includes the construction of five new stations.
