The project would take at least 10 years to plan and design and would help accomodate a further 300,000 people in the region by 2040. Currently, the George Massey highway road tunnel is operating at capacity during peak periods. The estimated cost of congestion, according to the news source, would rise to between CAD 74M – CAD 173M (USD 75M – 176M) by 2041.

The tunnel is allegedly one of the worst areas for accidents on Highway 99. There are no hard shoulders for stalled or disabled vehicles to move to, collisions or incidents can have a significant effect on tailbacks and congestion, further compounding the unreliability of travel time.
